Local Coordinating Council (LCC)

The Local Coordinating Council implements and/or oversees the provision of the coordinated transportation in the Community and region. The LCC consists of stakeholders with an interest in improving mobility or providing transportation services. At a county or regional level the focus is on the operational and logistical aspects of coordinating resources and providing effective mobility. The LCC encourages public participation at the meetings and solicits input in all areas of transportation. 


Central Front Range Transportation Planning Region (CFR TPR) 

The Central Front Range TPR represents Teller, El Paso, Fremont, Custer, and Park counties.
It is the TPR's responsibility to ensure that our area's transportation needs and priorities are recognized, made easily accessible and communicated to the public and key transportation decision makers. The Regional Transportation Plan accomplishes this. It recognizes current needs and priorities while formulating solutions to keep pace with regional growth and changing conditions. A regional Transportation Plan that reflects the overall priorities and needs for our area is vital at a time of limited funding for transportation. The plan is intended to be a living, useful document that is referred to when transportation decisions are being made and as the TPR implements the action items listed in the final chapter of the document. You are invited to attend meetings to familiarize yourself with the Region's transportation needs and priorities and the challenges that we face that is important now and into the future.

Fremont & Custer County Transit Services

Upper Arkansas Area Council of Governments subcontracts Demand-Response, Transit services in Fremont & Custer Counties. Demand - Response is a service that picks you up at home/work and takes you to your destination. The suggested donation of $1.00 for seniors and $2.00 for all other riders is appreciated. 

Fremont County Transit/Golden Shuttle is the public Transit provider for Fremont County serving Canon City, Penrose and Florence. Service Hours are 7:00 a.m. to 6:00 p.m. Monday through Friday. 24 hrs advance notice is requested however they do their best to service same day requests. For more information or to schedule a ride call the Golden Age Center @719-276-5200.

Wet Mountain Valley Community Services is the public Transit provider in Custer County serving Westcliffe & Silver cliff. Service Hours are 8:00 a.m. through 5:00 p.m. Monday through Friday. 24 hrs advance notice is requested however they will do their best to service same day requests. For more information or schedule a ride call Wet Mountain Community Services @ 719-783-2343. 

 ADA Transit Service Plan

It is the policy of the Upper Arkansas Area Council of Governments and it's sub-grantees to comply with all the legal requirements of Federal and Local State laws and regulations as they pertain to individuals with disabilities. The transit system provides quality transportation services without discrimination to all persons including individuals with disabilities. The policy applies equally to all transit system employees, volunteers, services, facilities and vehicles. It also applies to all persons needing and/or using the services provided by the system.

Reasonable Modifications/Accommodations

Upper Arkansas Area Council of Governments, Golden Shuttle/Fremont County Transit and Wet Mountain Valley Community Services makes every effort to ensure individuals with disabilities have access to and benefit from our services. TITLE VI

Title VI of the Civil Rights Act of 1964 prohibits discrimination on the basis of race, color, or natural origin in programs and activities receiving Federal financial assistance. Section 2000d)
