The Finance Director serves in a review capacity for all agency assets and liabilities. This position is part of the Executive team which participates in establishing strategic direction as well as goals and objectives.

  • Requirements
    Bachelor’s degree in accounting, business, fiscal management, or related field, or Certified Public Accountant. 3-5 years of relevant experience with a preferred emphasis on governmental accounting. Knowledge of federal, state, and local financial requirements. Working knowledge of accounting and payroll software. Working knowledge of Microsoft Office software.

Job Summary

The Finance Director is responsible for supervising the operations of the Finance Department and financial operations of UAACOG. The Finance Director applies principles of accounting to analyze financial information and prepare financial reports for UAACOG programs; the Executive Director; state, federal, and local agencies; and the UAACOG Board of Directors. The Finance Director serves in a review capacity for all agency assets and liabilities. This position is part of the Executive team which participates in establishing strategic direction as well as goals and objectives.


Essential Duties and Responsibilities

  • Interpret and apply agency financial policies, government legislation, Uniform Guidance, and Generally Accepted Accounting Principles.
  • Supervise and participate in complex federal, state, and local contract and grant agreements to determine present and future financial performance, ensure reporting compliance, complete modifications as needed, and complete full closeout procedures and final reports.
  • Perform day-to-day bookkeeping and related tasks required to post, file, organize, track, and maintain financial records in a retrievable and secure manner.
  • Prepare the agency annual budget, review the annual budget for revisions, prepare a revised budget for Board of Director’s approval, and complete annual financial closeout.
  • Direct and participate in the development and implementation of record-keeping systems, forms, goals, policies, priorities, and procedures relating to the Finance office and UAACOG financial management, budget, accounting, and payroll.
  • Develop and maintain accounts receivable and payable systems. Monitor payment status of shared overhead expenses by various entities.
  • Evaluate cash sufficiency to meet current or projected operating needs. Monitor cash flow timing for various programs. Advise on the need to prepare funding requests or take other supportive action.
  • Coordinate all aspects of obtaining, reviewing, and implementing the agency-wide general liability insurance policy, the director and officer’s liability insurance policy, and property and vehicle insurance coverages.
  • Direct and participate in the maintenance of general and subsidiary ledgers, accounts receivables, revenue distribution, depreciation, cost, property and operating expenses, and insurance records.
  • Develop understanding of fiscal compliance issues in the various programs, including matching fund requirements, allowable costs, and other factors.
  • Manage the audit process by preparing or copying documents needed, accessing files, and other tasks, and working directly with the auditing firm.
  • Prepare reports required by regulatory agencies.
  • Sign reimbursement reports and enter data into state and federal web portals as required.
  • Oversee that payroll coding and data entry for employee timesheets and all supporting documentation is appropriate and accurate.
  • Ensure a working knowledge of payroll checks and ACH deposit processing.
  • Effectively operate appropriate computer applications, including Microsoft applications, website applications, payroll software, and accounting software packages to maximize fiscal office productivity.
  • Study and standardize financial procedures to improve efficiency.
  • Issue and maintain agency-issued Debit cards, Visa cards, and Walmart cards.
  • Ensure accurate financial coding and data entry for vouchers; ensure supporting documentation is appropriate and accurate; prepare vouchers and accounts payable checks.
  • Supervise and participate in the reconciliation of receipts and payments to appropriate ledgers, spreadsheets, records, and databases, and prepare various financial statements and reports.
  • Determine proper handling of financial transactions and approve transactions within designated limits.
  • Communicate and coordinate accounting policies, practices, and procedures with department managers, vendors, reporting agencies, clients, and the public.
  • Establish positive/collaborative relations with banks and other financial institutions.
  • Perform other accounting and related tasks as assigned.

Supervisory Responsibilities

Manage, supervise, and be responsible for the direction, coordination, and evaluation of the Accounting and Payroll Coordinator and the Finance Assistant. Execute supervisory responsibilities in accordance with the organization’s policies and applicable laws and regulations.

Education and Experience:
Bachelor’s degree in accounting, business, fiscal management, or related field, or Certified Public Accountant. 3-5 years of relevant experience with a preferred emphasis on governmental accounting. Management experience preferred.

Language Skills:
Ability to read, analyze, and interpret common technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from vendors, clients, regulatory agencies, employees, the Board of Directors, and other stakeholders. Ability to communicate effectively in both written and oral form.

Mathematical Skills:
Ability to apply basic and advanced mathematical concepts in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percentage.

Reasoning Ability:
Ability to apply reasonable understanding to carry out instructions furnished in written or oral form. Ability to deal with problems involving several concrete variables in standardized situations. Ability to analyze internal processes and recommend and implement procedural changes for improved operations. Ability to define problems, collect data, establish facts, and draw valid conclusions.

Certificates, Licenses, Registrations:
Certified Public Accountant (CPA) preferred. Valid driver’s license and current automobile insurance with minimum Colorado requirements.
