Building Stronger Communities
The Upper Arkansas Area Council of Governments (UAACOG) is proud to offer Mini-Grants to local governments within the UAACOG region (Region 13: Lake, Fremont, Custer, and Chaffee Counties). These grants are funded by the UAACOG in cooperation with the Colorado Department of Local Affairs (DOLA) Mineral Impact Assistance Program.
The UAACOG is soliciting proposals for Community/Economic Development Projects. A total of $100,000 is available to fund 2024 projects for counties and municipalities within the four-county region. Projects funded in 2023 include the following:

Senior Assistance
Any person 60 years of age or older, residing in the Colorado counties of Lake, Chaffee, Custer, or Fremont, is eligible to apply for services funded by the Older Americans Act (OAA) and Older Coloradoans State funds. Priority will be given to those of greatest social and economic need.

Business Financing & Tax Credits
Upper Arkansas Area Development Corporation is a local nonprofit organization created by the Upper Arkansas Area Council of Governments to provide financing assistance to new and expanding for-profit businesses in Chaffee, Lake, Custer, Park, Fremont, and Teller counties in Colorado. Businesses / entrepreneurs in these counties can see us about the following services:
Gap Loans
Fill the “gap” remaining after primary lender determines it cannot lend all necessary financing
Flexible collateral
Loan amount from $20,000-$125,000
Flexible loan term
Interest rate 2% above prime, based on risk
Owner cash injection 10% of total project (restaurant projects require 20%)
One full-time job created per $20k loaned

Preschool
Fremont County Head Start is a free, federally funded, center-based preschool for primarily low-income children and their family. Children ages 3 - 5 years of age qualify for this program based on income, age, and need. Children attend Monday - Thursday throughout the “school year”.
Transportation, breakfast, and lunch are provided along with a full array of activities to prepare children for school entrance. Children with special needs or an Individual Education Plan are welcome, and additional needed services will be provided for these children in collaboration with the local school district. Transit Programs
UAACOG serves as the financial administrator for the Formula Grants for Rural Areas 5311 Transportation funding program. This initiative offers capital, planning, and operational support to states, aiding public transportation in regions with fewer than 50,000 residents.
In such areas, public transit frequently becomes essential for many inhabitants to get to their desired locations. Additionally, the program allocates funds for both state-level and nationwide training, as well as expertise via the Rural Transportation Assistance Program.
We administer the grant to a local transit provider: Fremont County Transit of Fremont County. Providers currently offer demand-response service in their counties and surrounding areas.

Central Front Range Transportation Planning Region
The Central Front Range Transportation Planning Region (TPR) represents Teller, Fremont, Custer, Park, and rural El Paso Counties. It is the TPR's responsibility to ensure that our area's transportation needs and priorities are recognized, made easily accessible, and communicated to the public and key transportation decision makers.

Community Service Block Grant
The Community Service Block Grant, or CSBG, is federal funding that is provided to states and local agencies to address poverty at the community level. The Upper Arkansas Area Council of Governments provides CSBG funding to four Counties: Fremont, Custer, Chaffee, and Lake. UAACOG provides services directly to Fremont, Chaffee, and Lake Counties and subcontracts CSBG funds to Custer County.

Temporary Emergency Food Assistance
The Emergency Food Assistance Program provides food to eligible households in Fremont County monthly. While the available food changes from month to month, it generally consists of canned goods and other shelf stable items.
This program is federally funded U.S. Department of Agriculture program that provides USDA foods to low-income households. This program is offered in partnership with Care and Share and the Colorado Department of Human Services. Distribution times are from 9:00 am to 11:00 am on the below listed dates.
